Rough, has not ran since being in our possession, all tires flat. Missing parts off of engine

This is a Club Car, I do not know what year it is. It has never ran since I acquired it. All tires are either flat or going flat. It is missing one of the doors on the enclosure. There are parts missing from the motor, I do not know anything about it before getting it.

Also the front tires are bowing out, not sure if its a suspension issue or what
